Consultancy Overview

This consultancy focuses on strengthening immunization and ensuring equitable vaccine access for all populations. Specifically, Africa CDC actively collaborates with the African Union Commission (AUC), Gavi, and other partners. Together, they develop and implement a comprehensive, coordinated Continental Immunization Strategy (CIS). This strategy, naturally, aligns with the Addis Ababa Declaration on Immunization (ADI), endorsed in 2017. The ADI aims to enhance vaccine access and strengthen immunization systems. Crucially, a monitoring and accountability framework, furthermore, integrates into the CIS, ensuring effective implementation.

The CIS roadmap and its monitoring framework, consequently, guide this assignment. Additionally, the PHC Center’s immunization activities also provide direction. Scope of Work: Key Deliverables

 

This assignment entails several critical components. Ultimately, you’ll drive data-driven decision-making for immunization efforts.

 

1. Develop the CIS Monitoring Dashboard:

 

  • You’ll review publicly available immunization dashboards. This, in turn, involves collating information, assessing gaps, and informing Africa CDC CIS dashboard development.
  • Using monitoring metrics from CIS consultative meetings, you’ll develop key performance indicators (KPIs). You’ll consult with the Senior Advisor Health at Africa CDC and other relevant staff.
  • You’ll design and develop interactive dashboards to monitor CIS KPIs. Furthermore, you’ll ensure dashboards are user-friendly and accessible.

 

2. Data Collection, Analysis, and Reporting:

 

  • You’ll collaborate with relevant teams in Africa CDC. This, indeed, ensures the CIS monitoring platform respects data-sharing agreements and industry standards, including data security.
  • You’ll establish data collection methodologies and tools in consultation with the Senior Advisor Health at Africa CDC, the M&E directorate, and other relevant teams.
  • You’ll collect, correct, and collate inputs from member states. This, critically, ensures validation before publishing on the dashboard. This must include supply chain management relevant to CIS accountability and aligned with Outcome-2 of the JAP.

3. Build Capacity in Data Analytics:

  • Under supervision, you’ll work closely with Africa CDC units and multi-stakeholders. This crucially ensures alignment of the CIS accountability and monitoring framework.

Education:

  • You must possess an advanced university degree in public health, Geospatial technologies, or monitoring and evaluation.

Work Experience, Knowledge, and Skills for Immunization Data Analyst Remote:

Data Analysis and Visualization Expertise:
  • At least 8 years of progressively responsible professional work experience at national and international levels in the East and Africa Region.
  • Analysis of large data sets and provision of programmatic guidance for utilizing evidence for immunization, PHE, and humanitarian response programs.
  • Geospatial analysis, development and utilization of applications, dashboards, and other forms of large data visualization for public health use.

 

Capacity Building and Communication:

 

  • Capacity building in data analytics and utilization, including geospatial analysis, in immunization (including polio and vaccine management), public health emergencies, and humanitarian response.
  • Experience in organizing and implementing capacity building, with a trainer certification, is an asset.
  • Excellent communication skills, documented with at least 2 peer-reviewed publications.

 

International and UN Experience:

 

  • Experience working with UNICEF, other UN agencies, and international organizations is an asset.
